'Zu', meaning 'to', is always needed as part of two-verb infinitive structures, e.g., 'Ich hoffe, mehr in die Schule zu lernen.'.
'Werden' and modal verbs do not need 'zu' before the second verb: 'Ich werde mehr in der Schule lernen'. Other verbs that do not require 'zu' include 'helfen', 'lassen' and 'mögen'.
