What does the 1 represent in the number 1253?

Is it true that 2 represents 2000 in the number 2051?

If I made 40 ten times greater, what would be the value of the digit 4?

If I made 40 one hundred times greater, what would be the value of the digit 4?

To multiply by 4, you can double and double again.

To divide by 4, you can halve then halve again.

To multiply by 8 you can multiply by 2, 3 times.  This is the same as multiplying by 6.
