  1. The SSC [b] as in 'celebrar' and [v] as in 'ver' sound the same in Spanish.
  2. We use the verb 'estar' to talk about the mood or tone of someone and something.

Common misconception

The sounds for [b] and [v] are different, as in English.

This is one of the rare cases in Spanish where one sound can have two spellings.
